This is a real ad for a real comic which was never released because Penthouse Comix was canceled.
I wish like hell I could find a better scan of it so I could at least see what the hell Washington is meant to be (a “loner?” “Loker?” “Lurer?”). But yes. It’s a comic about Washington, Jefferson, Burr, and Franklin as a superhero team right out of an afternoon cartoon, drawn by Jose Luis Garcia Frickin’ Lopez for god’s sake.
I would still pay good money to read a comic with Ben Franklin as a hacker and Aaron Burr as the Wolverine/Raphael.

I was going to laugh at how ridiculous this was, and then I remembered I have a comic concept involving Founding Fathers getting superpowers and fighting monsters.
Those who live in glass houses…
